Louis Marie Koeltz, (1884-1970) is a French general of the Second World War, as well as a military historian.
At June 26, 1940 he was appointed head of the Armistice Services Branch. From summer 1940 to 1941, Koeltz is in Vichy. On September 15, 1941, he was appointed commander of the 19th military region in Algiers, within the French forces of North Africa commanded by General Juin.
The poster is showing the battle field on 7 to 14 May, 1942.
On November 8, as US forces landed in North Africa, Koeltz, who refused to join the Allies, was arrested during the night by Colonel Jousse, the head of his staff's 3rd office. He was released after a few hours to participate in the Franco-American negotiations in the evening: the cease-fire was signed on 10 November at 10 am.
